This is a clip to hold cables on a Craftsmen lawnmower handle. The mower had nothing to hold the cables in, so someone used zip ties to clamp the cables close to the handle. When the handle was folded up, the cables were overstretched and snapped. After replacing the cables, this clip was made to hold the cables in place but still allow them to move when the handle is folded.
